Job Description:

Performs administrative and professional work serving as a Project Manager for various citywide capital projects. Work generally involves construction management, plans reviews, cost control, inspection, and oversight of professional contractors and/or consultants. An employee assigned to this classification has considerable public contact and must exercise discretion, tact and diplomacy in explaining construction requirements, answering questions, and resolving problems. Work is performed under general direction of the City Engineer and is reviewed while in progress and upon completion through observation, discussions and review of reports.

Examples of Duties

Oversees and manages City construction projects and improvements.
Manages the inspection and record keeping of Capital Improvement Program projects and sites.
Directs the construction programs, projects/activities for more than one department.
Interprets the general conditions of a construction contract and monitors contract compliance.
Discusses problems onsite, by telephone or in office with owners, contractors, construction workers and architects.
Works with operation and administrative personnel to assess available resources and needs.
Monitors ongoing construction specifications, contracts, and consultants to ensure compliance with contractual obligations.
Provides written records and documentation for contractor payouts and grants.
Inspects projects for conformance with construction documents, negotiates and processes change orders and warranty administration.
Explains departmental policy and pertinent rules and regulations to the public by personal contact or telephone, answers other inquiries and provides routine information.
Acts as liaison among departments, functions or groups, within the City. Interprets and/or explains codes and other related ordinances.
Resolves technical conflicts in difficult situations.
Monitors department, division, or section expenditures and budget as requested.
Prepares and submits required reports.
Processes various permits.
Guides, leads, reviews, verifies, observes, and manages staff if necessary.
Attends meetings and conducts presentations to the Commission, Boards, etc.
Performs all other related duties as required.

Emergency Management Responsibilities
Note: During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster such as a hurricane, or other emergency situations, and are expected to perform emergency service duties as assigned.

Typical Qualifications

Education and Experience:

Bachelors Degree in Construction Management, engineering, architecture or related field and at least four (4) years of relevant experience; or an equivalent combination of training, education, and experience, and a Valid Florida Drivers License.

Preferred Qualifications: Florida State and/or Broward County Contractor License, Broward County Board of Rules and Appeals Building Official Certification, Standard Building Code Administrator License, or Project Management Professional.

Skills, Work Environment and Hours

Knowledge, Skills and Abilities:

  • Knowledge of construction practices, building codes, City ordinances and related legal issues.
  • Skill in administrative, problem solving, public speaking, records administration, mediation and writing.
  • Ability to evaluate situations and deal with the public.
  • Ability to use small office equipment and computers.
  • Ability to create and guide implementation of major construction projects.

Physical Demands
The physical demands involve climbing, crouching, ability to use hand and finger movement to grasp and manipulate objects, hearing, kneeling, lifting, mental acuity, near acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking. May be required to exert up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Work Environment
The worker is not substantially exposed to adverse environment conditions: job likely consists of typical office work or administrative work. The employee works in a dynamic environment that requires me to be sensitive to change and responsive to changing goals, priorities, and needs.
